New: the Medicare Healthy Kids Check
- From 1 November 2026, a GP or prescribed medical practitioner can do a Medicare Healthy Kids Check for a Medicare-eligible 3-year-old, once in the child’s lifetime. It assesses the child’s physical, social, and emotional development, health, and wellbeing, to pick up developmental delay and neurodevelopmental differences early and connect the child with support (including Thriving Kids supports) or further assessment. MBS Online: Medicare Healthy Kids Check factsheet (PDF) MBS Online: November 2026 news
- There’s no new item number. A GP bills the health assessment item for the time taken: 701 (30 minutes or less, $71.00), 703 (more than 30 and less than 45 minutes, $165.05), 705 (45 to less than 60 minutes, $227.75), or 707 (60 minutes or more, $321.75). A prescribed medical practitioner bills 224 to 227 ($56.85 to $257.40). MBS Online: Medicare Healthy Kids Check factsheet (PDF) Item 701 Item 703 Item 705 Item 707 Item 224 MBS release of 1 November 2026
- It must include a history, a basic examination, advice to the parent or carer, any interventions and referrals, a record in the child’s notes, and the offer of a written report to the parent or carer. The history covers medical history (with immunisation status and allergies), behaviour and wellbeing, developmental milestones, family and social circumstances, care arrangements, early childhood education and care, nutrition, physical activity, screen use, sleep, and toileting. The examination covers eyesight, hearing, teeth and gums, and growth: height, weight, and body mass index on centile charts. MBS Online: Medicare Healthy Kids Check factsheet (PDF)
- A second assessment at age 3, or one for a child under 3 or over 4, is billed as an ordinary time-based consultation, such as 23 or 36. MBS Online: Medicare Healthy Kids Check factsheet (PDF) Item 23 Item 36
- An Aboriginal or Torres Strait Islander child can have the Aboriginal and Torres Strait Islander health check (715) as well, as long as both are clinically relevant. MBS Online: Medicare Healthy Kids Check factsheet (PDF) Item 715
Bulk billing incentives: check your practice’s area
- Practices’ locations move to the 2023 Modified Monash categories. A practice’s category decides which bulk billing incentive items it claims, so a practice whose category changed in 2023 may claim different ones from 1 November. The Health Workforce Locator shows a practice’s category from its address. MBS Online: November 2026 news MN.1.1 Health Workforce Locator Modified Monash Model
| Practice’s area | Level B–E consults | MyMedicare video and phone | Other services |

Level B–E consults include Level B by video or phone. The MyMedicare column is for Level C–E video and Level C–D phone consults with a patient registered in MyMedicare at the practice. Other services are the rest of the unreferred services bulk billed: Level A consults, longer video and phone consults with patients not registered in MyMedicare, care plans, health assessments, and procedures. These items and their fees don’t change on 1 November. MN.1.3 MN.1.4 MN.1.5 MN.1.6 MN.1.7 MN.1.8 MBS release of 1 November 2026
Other changes for general practice
- Item 11607 (continuous ambulatory blood pressure recording for 24 hours or more) adds a way to qualify for a patient aged 5 to under 18: readings on consecutive clinic visits within limits based on their age, sex, and height. Its wording of the range, “between the 95th percentile and 95th percentile ‑ 30 mmHg”, is worth checking against the November MBS Book. MBS release of 1 November 2026 MBS Online: November 2026 news
- Item 10997 now counts video services under item 93201 toward its limit of 5 a year, fixing a typo that named item 92301. MBS release of 1 November 2026 Item 10997
- In 108 item descriptions, “residential aged care facility” becomes “residential care home”: consultations, case conferences, contributions to care plans, medication reviews, and the Aboriginal and Torres Strait Islander health check, among others. MBS release of 1 November 2026 MBS Online: November 2026 news
What isn’t changing
- Schedule fees. None changes on 1 November 2026: they last changed on 1 July 2026. MBS release of 1 November 2026
- Plans made before 1 July 2025. Allied health, Aboriginal and Torres Strait Islander health worker, and practice nurse services can still be given under a GP management plan or team care arrangements made before 1 July 2025, until 30 June 2027. Item 10960 Item 10950 Item 10997 Services Australia: allied health referrals
Medicare benefits
- For services paid at 100% of the fee, such as GP consultations and care plans, the benefit doesn’t change, since the fees don’t. GN.10.26 MBS release of 1 November 2026
- For 329 items paid at 85%, all with schedule fees of $700 or more, the benefit falls by between 50 cents and $4.00. Most are procedures, imaging, and pathology. On these items, the gap between the fee and the benefit is capped by the greatest permissible gap, which is indexed every 1 November: for most of them, it goes from $104.50 to $108.50. Removing a malignant soft tissue tumour (31355), for example, goes from $750.70 to $746.70. MBS release of 1 August 2026 MBS release of 1 November 2026 GN.10.26
